OK, and then you tin can't upload or download anything from or to your computer.
At present we need to define the terms "upload" and "download"
What and where exactly are you doing this. Since yous mention specifically "internet" then is the problem merely related to web based sites?
Tin you upload / download files from other network nodes on your local LAN?
I accept used different computers and it works for them so it can't be my WIFI.
Are you getting any fault messages?
What happens when you try?

I'm simply doing this on my personal laptop on my habitation WiFi
Can't upload or download any files on the Cyberspace but tin can nonetheless access stuff on my Dropbox business relationship.
Files like photos, videos or music
What are network nodes?
Don't get whatever error messages at all, naught happens at all.

I already have chrome as my main browser. tried to add a file to the Gdrive but information technology didn't piece of work, again no error bulletin
I tried adding a new file to my dropbox from some other computer and my laptop downloaded that.

That would indicate that there is a piece of software running in normal style that is not running is prophylactic mode that is causing your problem.
Test again in normal mode to confirm that the trouble still persists and then.
Perform a clean boot

And see if you lot tin can then download stuff, if so, then you'll need to investigate to zilch in on the offending process.

With Windows 10 it is mostly a pretty good idea to check and ostend that all the Windows Updates besides every bit the Shop Updates are electric current.
Prophylactic Mode is more often than not unmistakable other than the screen resolution being huge, it generally will have safe mode indicated in the corners of the screen
